St. Lawrence County approves road agreement for proposed solar project

St. Lawrence County legislators approved a road-use agreement for Boralex’s proposed 200-megawatt solar project in Massena and Brasher. The agreement includes an escrow provision for repairs if county roads are damaged during construction, with Boralex responsible for additional costs if the funds are insufficient.

The project remains subject to the environmental review process and still requires a Certificate of Public Convenience and Necessity from the state Public Service Commission. Construction could begin in early 2027, with the solar array planned to be operating by mid-2029, the report said.
